Hi all,
I don't know how to answer question 9(c) in the form. It is:
"During your eligibility period did you live outside Canada?"
I moved to Canada in December 2013, became PR in April 2016, so my eligibility period (according to online physical presence calculator) is May 2013 - May 2018.
Of course I was living abroad in part of that period, because I was not even traveled to Canada until Dec. 2013. When I answer YES to that question it asks me to fill residence outside of Canada form, which is practically for Crown Servants and has nothing to do with me.
There is a logical error here. Should I answer YES or NO. It is very frustrating. Would you please let me know what did you do? I think the problem is instead they use the data of your first arrival to Canada as start of eligibility period they simply go back 5 years and use that data.

This question has been asked literally hundreds of times ever since the new forms came out. No one knows the correct answer, because the question is not phrased properly. IMO, people checking 'Yes' to this questions are the ones that want to claim their time spent outside Canada towards satisfying the 3/5 years presence requirement.
Some answered Yes, some No, some Yes and filled out N/A on CIT0177 everywhere. I would suggest to attach a cover letter explaining the situation.
What I saw on the various blogs is that they are saying yes and have filled an N / A on CIT0177 (blank).
If you did not submit a form CIT0177 when you answered yes, your application will return as incomplete.

Question 9c is confusing me. I lived outside of Canada but I wasn't a Crown Servant. Why should I fill that weird form?
Full disclosure: IRCC made a mistake with the form here and it will hopefully corrected soon. Here is my personal recommendation (note: I am not a lawyer) on how to deal with it.
- If you did not live outside of Canada in the eligibility period (five years), tick “No” and you are good.
- If you lived outside of Canada in the eligibility period and you actually were a crown servant of Canada (unlikely), tick “Yes” and fill that extra form.
- Those of you who lived outside of Canada in the eligibility period but were not crown servants, tick “Yes” or “No” but - and this is the important part - add an explanation page to your application saying something like this (use your own words, don't just copy this): “Question 9c: This question is a bit unclear so I want to clarify the situation: Yes, I lived outside Canada during the eligibility period, but No, I do not want to claim residency credit for that time outside of Canada. That rare situation does not apply to me. This is why I did not fill the additional form since there is no residency outside Canada to claim.”
