Eligibility Completed in Tracker but no Visa documents details

Dear Friends,
I just got update in Tracker which show Eligibility completed in green. However no Visa documents details and BG still is in Progress status.
Also Overall Application Status in tracker is In progress. Any idea? good sign while it is without visa info?!
GCKey doesnt show any update just Eligibility review is in progress

Timeline:
Application Submit :3rd Sep
Biometric completed: 6th Sep
Eligibility completed: 24th Nov
BG is in progress

Also I have never received BVL or any corresponding letter so far.
