Electrician. CRS 300 eligible for FSTP? & wht can be ECA result of 3yr Poly diploma?

asking for someone -
Currently living in - India
Qualification - Polytechnic Diploma 3yrs in Electrical Engg. from state technical board. Did 12th in Arts (Senior Secondary) during diploma.
Experience - Electrician 2 years in a construction Company in Dubai + Working with a local contractor since an year in India.
IELTS General - 6 each.

1. So I want to know is he eligible for Federal Skilled Trades Program (FSTP)? How can I check his eligibility, I mean in EE FSWK we calculate points out of 100, what should we do in FSTP?
   
2. What can be his ECA result based on the education above? I tried using WES free tool but I can't add diploma credential, so I'm confused ? Pls see his qualification above.
   
3. What should he select in level of education while counting CRS from the following options -
   - Secondary Diploma(high school graduation)
   - One year program at a University, college or trade or technical school
   - Two year program at university, college or trade school
4. Do he needs PCC from Dubai & Abudhabi as he had worked there for 2 continuous years?
