EI maternal non resident

I do not know if I can file as non-resident or not.

My husband worked and moved outside of Canada and US since 2021 Jan. I moved with him together while I am still working with my old company. I claimed EI maternal leave since April. Are we qualify to claim non-resident? We do not own any houses or rent any apartment. Our dependent is born outside of Canada too and living with us.

If we file non-resident, will the EI asked us to pay back the money?
