I received the ROE from current employer.

But, I am still working only for a few days under same employer. My working hour was 40/week but it is now only 10-11hrs/week.
Can I still apply for the EI or CERB?
although I am still working, my working hour is shorter than before so I can't cover my living expenses.

No for CERB. If you read the eligibility on the government's website you'll see that you cannot be working . Apply for EI. On your ROE it'll say how many insurable you have worked . I believe the hours required for EI range from 412-700 depending where you live in the country.They have a program called working while on claim
However this all depends upon what type of work permit you hold, if you're a PR, citizen
