Probably because, for most of us, EE is a 6 months project while for CIC, this is at least a 6 year project and possibly longer than that. They have spent at least 2 years planning for this and the last 8 months of near-flawless execution over and above that. Job Bank is an integral feature of EE and I expect that to be operational in late 2015/early 2016 and becoming more effective by 2017. Unfortunately, members of an online forum like this will, by definition, have shorter relationships with EE and CIC to see the system unfold. The key is in understanding that for the applicant, it is short term while for CIC, it will always be medium to long term.

quite frankly i feel there are not enough employers who would offer LMIA and job to someone who is out side canada. I mean think about it how will someone trust they r getting the right candidate. with few exception lots of countries would have language problem meaning accent or poor english so coupled that with different location(country) employers will not trust they r getting a right candidate.
