EE Profile ineligible after a month of sending application to OINP

Hi All,
A friend of mine's EE Profile got ineligible after a month of sending his oinp application.
Not able to figure out is it because of POF or age.
I had advised him to create a new EE Profile and have also asked him to write to OINP to acknowledge the same.
Hope they will consider and transfer the AOR on the new EE Profile.
Any leads? Or suggestions?

Yes, I have heard that OINP considers such cases. He will have to send the application to OINP with updated Express Entry Profile Number and Job Seeker Validation Code along with a request to consider his case.
