if you have a four years bachelor then it should be 23.

means what is the canadian equavelency?

if its masters than 23 pts

i have done 2 year bachelors ( b.com ) than 2 1/2 year masters , havent sent yet for ECA

You'll have to see what you receive back from the ECA. Because your B.Comm. was only 2 years, it's difficult to say if the ECA will say you have a Bachelor and Masters - or just a Bachelor.

21, depends upon years of programme

sorry didnt get u here what do u mean by years of program ??? After my Intermediate Education i have done 4 years education including my Bachelors of Commerce & MBA (MIS) Plus i also done PArt Qualification ACCA for further 2 years if that's count ...pls advise

University-level credential at the Master’s level 23

this all depends upon Canadian equavelency given by ECA agency.
if you are given equavelency as bechlore than (three year or longer ie 21 pts)
