Hey! You have to tell the bank that you'll need money to cover GIC cost. In my experience no bank will ask for visa to release the money. Yin my opinion HDFC is very flexible they will easily support. You can always try SBI and other national banks too.
They will release the amount for GIC for canadian universities since the banks know without gic you will not get visa!
suggest you to contact the banks for any further clarification
If your applying under SPP category no need for GIC you can just attach your loan approval certificate.

Yes, HDFC Credila can release funds before the arrival of visa. It is also mentioned on their website that they have customized education loan products for Indian students going for higher education in Canada. Here: credila.com slash abroad slash canada.html
