In my wes report my Post graduate diploma in business management is considered at bachelor's degree 4 years or above and law degree as first professional degree (juris doctor). What should be the level of education while calculating the crs points.
Will that be bachelor's or a professional degree needed to practice in a licensed profession?

Your level of education is "professional degree"

Once you land, you can apply for license in order to use your law degree.
