I am planning to create my express entry profile for Canadian PR. While I already have my IELTS scrores ready, I'd like to know at what stage do I need my ECA report - at the time of profile creation or when I receive an ITA?

You need ECA while creating EE profile.

There are several agencies listed by the Canadian government that conduct ECA. The different between their processing times is huge. Will the one with a shorter processing time be as good as the remaining?

WES is not really fast in producing the evaluation report, but from what I've heard, all the other ECA providers are worse as far as their timeline to complete the evaluation goes. So IMO you'd be better off with WES and safe.
