ECA report not recognized by WES

I have an ECA report from WES that states Canadian equivalency is three year of post secondary at non recognized institution.I studied higher diploma in culinarily management.what does this mean? My college sent all the documents directly to the wes according to the way they Mentioned.I am applying permanent residence through Atlantic immigration pilot program.Atleast I need high school diploma for this program.so CIC just see the Canadian equivalency or they are focused on recognized or non recognized institution also . Plz help me out.
