I'm sending in the paperwork this week to have my Masters evaluated by WES, but have a question on what exactly I should send. Here is my situation:

January 2014-September 2014: Attended University 1 and received 15 credit hours towards a Masters of Science in Project Management

November 2014: Transferred into a Masters of Science in Project Management @ University 2. The classes previously taken transferred in as 9 hours of graduate-level electives.

January 2015-May 2016: Attended University 2 and completed an additional 24 credit hours to earn a Masters of Science in Project Management.

My transcript from University 2 clearly shows the name of University 1, semesters/years I was at University 1, as well as the grades earned and course title. Since this is the University issuing my degree, is it necessary to request an official transcript from University 1?
 
I would only go with the transcripts and degree from university 2.

All your credits were transferred there anyway so that shouldnt be an issue.

That's what I was thinking. If anything is amiss, surely WES would contact me with instructions on how to handle it? (I used the Uni of Toronto CES for my undergrad, so this is the first time dealing with WES)

Yeah, if they need additional documents, they would contact you but I think you should be safe with all the paperwork from university 2.
 
I have an issue too close:

My MBA program was a Twinning program: 1 year in India - 1+ year in US

2008-2009: I completed a few foundation courses in India(24 credit hours) approved by my US school
2009 - 2011: My university in US admitted me based upon those foundation courses, GMAT etc. and awarded me the degree MBA in 2011. AACSB accredited and good school. 33 credit hours were completed in US.

I just had my US school send the transcripts to WES for 33 credit hours. It was document by document evaluation not course by course. The Indian school neither is accredited nor exists today:(

My WES states some key things like the following:

Canadian Equivalency Summary: Masters Degree
Credential authentication: Official Transcripts were directly sent by the institution.
Institution status: Recognized

But I might need to have the transcripts for the 2008-2009 as a part of my eAPR education history? On-top my work history and personal history will also include this time period.

Would CIC figure out that WES did not evaluate the Indian courses or ask for a proof whether those Indian courses were evaluated? Just wanted to feel safe than sorry later. The reason I am concerned is the following extract from a GCMS notes:

"ECA report verified on issuing agency website; foreign credential confirmed on ECA site. ECA Canadian Equivalency Summary reported by issuing agency as *******. Credential is consistent with level of education claimed by PA under EE Eligibility"

Not sure how revealing ECA issuing WES website portal is to CIC:(

Would a letter of LOE with some specific details help or hurt?

This I think I can help you with (and actually may have answered my own original question)! My Bachelor degree was started at one college and transferred into another. I had it evaluated through U. of Toronto CES and all they cared about was, did I earn the degree and where it came from. Anyone feel free to correct me if I'm wrong, but I'm thinking all CIC will care about is the same.

To me this "ECA report verified on issuing agency website; foreign credential confirmed on ECA site. ECA Canadian Equivalency Summary reported by issuing agency as *******. Credential is consistent with level of education claimed by PA under EE Eligibility" simply means they verified on the WES website that what you claimed was indeed true.
