Do I need to have a ECA for Masters in US? Do I need to do an ECA for Bachelors in India?

False. You need ECA for the education you're claiming points for. In this case, the OP gets maximum points for his Masters degree, so he just needs to get that evaluated.

OP, I have the same background as you (Btech in India, Masters in the USA). Getting US degrees assessed is far easier than getting Indian degrees assessed. Just do an ECA for the masters
