ECA for Secondary education(Plus two)

I am from india and I have following qualifications
Diploma in Computer Engineering(3 year)
Higher Secondary(Plus one and Plus Two)

Do i need to take ECA for Higher Secondary certificates?

WES website says "If you have completed one or more years of post-secondary study, you do not need to submit any secondary school documents with your application." .
From the website, i understood that,it is for US. After selecting WES CANADA, the above statement is now showing.
