ECA confusion

Hello, need an information about ECA. In which case WES or any other ECA authority will certify my credentials as Masters or 2 bachelor or one bachelor?

For reference my education as follows:
BBA (4 yrs in Marking Major from National University, Bangladesh)
MBA (2 yrs in HRM Major from United International University, Bangladesh).

And which authority is best for ECA
