The ECA has a date on it and you have to enter that date and the reference number in your EE profile. The only thing I'm waiting for is my ECA. If I could say I had an ECA in anticipation of the real one, I would have entered the pool by now. The date of the ECA cannot be after the date of the ITA.
For PoF, if you have less than what is required, it will be a reason for rejection. You can ask someone to transfer the money to you stating it is a gift and not a loan and attach the gift deed.

You need the ECA from PEBC. If you said you didn't have one, you would still need to submit it. CIC could either ask you for it or reject the application as a missing document.
