1) I have given Québec interview on 11/11/2008 – passed and issued a certificate – Damascus/Syria

2) When I will do my health check

3) when do you think I will be able to stamp my immigration visa

4) any minimum and maximum time for the next step

no one can tell for sure!
all i know is when your application is complete and they ask you for medicals, you have to allow them at least 90 days to be seing asked passport for visa stamp.
it looks like you're on the right track so just stay ready and be little bit patient.
