- Dubai PCC is valid for 3 months. IF for example we receive ITA, after 3 months have passed, would CIC accept that PCC? (considering we do not enter UAE again during that time) as I used to live there from (2014 - 2017) only for work.

I am no longer living in Dubai, hence I would applying OUTSIDE of UAE on their portal. I do have my Emirates ID with me which must be cancelled when I left UAE. I have fingerprints ready with me as well.
But is it okay if I pay online through Pakistan's credit card as I am living here. Would it still take 2 days for them to send me the e-copy of PCC?

You do not need to upload finger prints since you have your Emirates ID. It's cancelled, but your records are there in UAE database. You can use any credit card as long as you can make international transactions. Yes, it should take about 2 days.
