Dual Express Entry

Hello Experts,
1,I have a trouble with my Express entry,i have 2 profiles,1 with my consultant and another is mine.i applied with my ITA got cancelled due to incompleteness of the application,eventually that application is rejected.
Now i have another ITA with my consultant,is that ok to apply with that ITA .
2,My ielts test date was 23 Jan 2016 and expiring soon.if i apply before the 23rd am i safe.
Experts please help me as i dont have much time left with me .

1 - Technically it is against immigration law to have two profiles (nice consultant you have btw) but as far as I know there hasn't been any repercussions to applicants who do this bs.
2 - Yes, as long as you submit your eAPR before such date it will be fine.
