My PR expired and I do not want to renew it as I did not meet my residency obligation . Can I apply for driving license in Ontario using my expired PR

For a long time it was clear that an expired PR card met the Ontario requirements, for up to three years past the expiration date. I could not verify this recently, but noted that the current list of documents that will suffice includes a CoPR.

Which is to say the expired PR card used to suffice but I do not know if it currently does. No harm in going to a Services Ontario office and presenting the expired PR card in conjunction with the CoPR to see how it goes. This would in no way trigger any IRCC action.

Each province establishes their Primary ID list. In BC an expired PR card cannot be used, but as mentioned by @dpenabill it's worth a try in Ontario.
