1. yes, you can drive. But there's a time before which you need to get a Canadian license. You can read on Ontario's website on what time you get to drive with your int'l driving permit.
2. you can buy a car on IDP, just won't be able to drive off the dealership without insurance.
3. insurance will be an issue as it can cost ~$10k/yr for you on IDP.
