i do not have a valid PR card although i hold PR status and wont have a new card for another year or so.
in order to obtain a drivers license from icbc i need to hold valid bc id, which apparently i cannot obtain without a valid PR card.
any thoughts on ways in which i can obtain some government issue i.d. without a valid PR card?
icbc also told me that if i had some correspodonce with cic confirming my residency then maybe they could look at that, however i am scared to contact cic altogether as i am aware i have not yet met my residency obligations.
any thoughts would be greatly appreciated.
 
There isn't going to be any kind of correspondence you'll be able to get from CIC to confirm your residency.

Do you have a SIN? Will they accept that? Have you tried using your COPR? Do you have or can you get a health card?
 
COPR is not accepted identification neither is SIN and i cannot apply for msp until i have a PR card, so far i have found out i may be able to apply for a drivers license in ontario but thats about it...

You are required by law to apply for MSP.

Have you tried out just filling out the form and including a copy of your passport, CoPR, and proof of residency?
