Need you kind attention & help.

Per my calculation : I get 70 Points

Age (34Yrs) - 12 Points
Exp (11Yrs) - 15 Points
Edu (BE - 4Yrs) - 21 Points
Language : 22 Points
IELTS band 7: Listening 7.5, Reading 7.0, Writing 6.5 & Speaking 7.5

I don't have the job offer yet.

Per the self assessment check in CIC website - I am not eligible?

Need your guidance.... Am I eligible to apply for FSW 2014?

Yes, you've got 70 points and seem to be eligible. But it is also crucial that you have at least one year of continuous work experience under one of 50 eligible occupations on the list: http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp

Yes, I do have 6 of 11 years (2003 to 2009) in NOC 2281.
But for the last 2 years, I am a program manager.
Can I still apply in NOC 2281?

Sure you can! Don't use online assessment, better study http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp and check your eligibility on your own.
