doubt on stamping

1) Bufallo - Can I take the passports of my family myself and collect them ?
2) Is there an office where this stamping can be done somewhere on the west coast? I travel to LA often for 3-5 months jobs
3) How much time does it typically take if get passports stamped in person?
4) How much time does it typically take if they send the passport by mail from New Delhi?

1) Yes
2) You can only go to the visa office where the application was processed not any visa office.
3) Same Day usually, Call for the timing and confirm, they only accepts public at certain times.
4) It is illegal to send the passports by mail from India.
