I'm sending our application by courier; spousal application outland.

Is the correct address for that:

If the courier delivers it at a time they're closed, since they have certain courier hours, do they redeliver it when they're open?

Yes that's correct, be sure to mark the package "outland" just to be on the safe side. You should be able to request a certain delivery time, and/or mark as a commercial delivery.
