I was picked to apply for sponsorship of parents this year. My family meets the income requirements for past 3 years. I was laid off 2 months ago, and I am on EI. Does this situation have negative influence to my application? Do I have to rush to find any job to tell the government that I am not willing to take social welfare?

You need to make sure your 2018 income (not including EI) meets 2018 LICO for your family size. At some point during app processing the visa officer will most likely do an income re-check, to make sure you have kept complying with LICO amount right up until they are ready to approve app and issue PRs. If in later years your income dips below LICO, app can be rejected at that time.
