Does RA experience on a study permit counts towards CEC EE?

For NOC 4012 what does this statement means ? "Enrolment in a university or college program is required"

I heard a friend talking about RA experience being considered in CEC class of EE? , please guide me if it is true.

No in-Canada experience can be used if on a study permit (as opposed to on a work permit). Since 4012 requires being enrolled as a student, which in turn requires a study permit, the experience cannot be used.

RA/TA experience outside of Canada can be used as foreign work experience.

If your friend is working as an RA on a work permit, then the experience can be used, but needs a different NOC.
