Does passport request means visa approved ?

Hello, I'm a young 22yo lady from Algeria and I applied for a visitor Visa a few weeks back,

Yesterday I received the letter saying that I got a decision about my visa on the online application, they asked me to send my passport to finalize everything, I sent it this morning and should get it back in about 5 days.

What does this mean ? Does it guarantee my visitor visa or do they ask for everyone's passport even when their application is rejected ?

I mean it wouldn't really make sense for them to ask me to send my passport across the sea just to reject it lol.

Can someone help clarify ? It's my first time and I'm a little confused, here's the letter

Happy for you! But you mentioned shipping your passport overseas? Don't you have a VAC in your country?

We do. But we have to send them to the VAC in France for stamping!
I should get it back in about a week.

so you applied your application in France? what is your nationality?
me too I applied in March 1st in France, still no response
