Does my late aunt's husband count as an uncle?

Part of the application process asks if I have family living in Canada.

Both my aunt and her husband moved to Canada. My aunt subsequently passed away, but her husband still lives there.

Do I need to / Am I allowed to include him as a relative?

Not any longer. There is no longer a marriage as the aunt (the blood relative) is deceased.

Irrelevant to the thread but the children would be blood relatives and therefore their relationship with OP would not end with the death of the aunt.
