Does my daughter (7 years old)need a study permit to study in Canada?

Hi, guys,
My daughter and my husband got their visitor visa and are visiting me in Canada right now.
Is it illegal for my daughter to go to school in Canada without getting a study permit?
I think there are a lot of international children are doing this.

My daughters, although having a Canadian mother, are Irish born.

Before they applied for their citizen certs, they were allowed enroll in the local catholic school.

BTW.... Citizen certs recieved 24 March, sent to us 21 April!!
