Does Low CGPA affects Educational Credential Assessment (ECA)?

Hi,
I'm from Bangladesh. I completed my B.Sc. in Civil Engineering from a Govt. University (Recognized) With a very Low CGPA (Below 2.4). Now if i would do ECA, will it be equivalent to Canadian Bachelor Degree (Three years or More)? Also from where I should do the ECA without downgrading the credential?

U should have passed the exams. With 40% or 90%. doesnot matter
