Here's my wife's application status.

1. We received XXXXXX's application for permanent residence on August 7, 2019.
2. We started processing XXXXX's application on January 2, 2020.
3. We sent XXXXX medical instructions on October 18, 2019. To avoid delays, please provide us with the information requested as soon as possible. Please consider delays in mail delivery before contacting us.
4. Medical results have been received.

That's it.
We haven't heard from anyone since.

The last email my wife got was about the "free pre-arrival services funded by the Government of Canada."

Is this normal?

Yes. It can still take 12 months (or more) for an outland, even though the majority are going much faster.

Every Visa Office is different as well. Since we don't know where yours is being processed its hard to say. However your almost at the end of the rd. sounds like your just waiting for your interview date. You didn't state when you got the Pre-Arrival. Even though sometimes its a few days after or weeks...or months to get the next communication. Again depending on the Visa Office. Keep looking at the trackers for people in your same timeline or VO. That should help you out if you don't want to advise more details. You can also order your notes...only other thing I can things of.
