Does it means that my visa has been approved?

Hi, I applied my study permit online and just received a passport requirement from letter CIC, which is shown below. May I ask you whether my visa has been approved? If so, besides passport and the passport requirement letter, what else should I mail to CIC? Thank you for your answers.

This is in reference to your application for temporary residence. A decision has been made on your application. We require your passport to finalize processing your application.
Passport requirements
• Please provide your passport or travel document, with a copy of this letter.
• There must be at least one blank page in your passport.
• Your passport must be valid for the duration of your expected length of stay in Canada.
• Please note that we cannot issue a visa beyond the expiry date on the passport.
Your passport must be received by Citizenship and Immigration Canada within 30 days from the date of this letter. Failure to do so could result in the refusal of your application. Please ensure that a copy of this letter is included with your passport.

I think those are the only things you need to mail but, wait for someone else to respond as, it has been a long time since I applied for one.

Congrats, how long ago did you apply for your visa online? Its been almost 10 weeks since I applied

I submitted my application on Oct. 23, and it is about 8 weeks. Good luck~

They approved mine since oct 28, i submitted oct 1 mailed them dec 9 they ask for passport next day, a week later i got my passport

I applied from Los Angeles for PhD study in U of Waterloo. My GPA is 3.76. I applied online on Oct. 23, and received passport requirement on Dec. 16. I am mailing them to CIC.
