Does employer has right to refuse sign the timesheet and form IMM5634E?

I am preparing my document to apply PR. But my second employer refuses to sign the timesheet and form IMM5634E " employer declaration of Hours Worked. They said they already mail ROE to me, but I haven't received yet. I wonder am I still able to use option 2 (3900 hours) if there is no singature on those two document? or where can I ask for help to ask my employer's signature?
