At present my CRS score is 311 and I have got 6 months left for my existing EOI.
My question is:
1) Does various job sites of different province actually help finding a job for foreigners(Indians)?
2) Is it possible to get a job through LINKEDIN Profile?
3) what could be other other ways of finding a job in CANADA so that I can make my Score 450+ ?
It's extremely difficult (next to impossible) to get a job offer from outside of Canada. For the job to count as a job offer, the employer must obtain an approved LMIA. Most employers aren't willing to go through this process.
I would recommend you look for other ways to increase your score - such as retaking IELTS.

But this is heartbreaking to me as my Dream of migrating to canada comes to an end with your reply.

try SINP from Saskatchewan and check if you NOC is in Nova scotia? Do u have an Expres entry profile?
OID is occupation in demand, a paper based process which is longer than EE but for those who are not eligible for pool.
In other words-
High CRS and 67 or more federal points- Stay in pool (Direct ITA)
Low CRS and 67 or more federal points- Go to EE and apply PNP (Provincial nomination Route with 600 CRS points)
Low CRS and <67 federal points- Cant go pool, apply paper based PNP e.g. SINP OID (Occupation in demand)
