I'm a Canadian Permanent Resident and I got my PR in August 2016. Till now I've been living in the US on H-1B. Because of complex issues, I don't think I can move to Canada for another 1-2 years.
My question is, suppose that by August 2021 (when it will be 5 years since getting my Canadian PR) I am living in Canada and possibly working there as well, but I have NOT completed the residency requirement by then (2 years in 5 years). In such a case, can I expect any extensions from CIC to allow me to again maintain my resident status ?
No - you won't get an extension. You'll need to remain in Canada for two years until you meet the residency obligation. Then you'll be able to apply to renew your PR card. Note that if you enter Canada and have been outside of the country for more than three years (i.e. don't meet RO), it's always possible you may be reported, have to appear at a hearing, and end up having your PR status revoked. If you want to make sure your PR is safe - you need to meet the residency requirement.

"You don’t lose your permanent resident status when your PR card expires. You can only lose your status if you go through an official process...even if you don't meet the residency obligation, you are still a PR until an official decision is made on your status."

Such a change would completely upset my timeline of moving to Canada, as I would have been outside for 3 years at max, and the border officers might not even let me in. Will there be any concession for people outside Canada if this happens ? .... I hope you understood my point here.
There is never a situation where they won’t let you enter ( unless you are guilty of a criminal offence or terrorism charges....and even that doesn’t necessarily stop you from being allowed to enter). If they decided to change the RO requirement at some point in the future, they would announce the change and give a date it become effective (6-12 months). It would be your responsibility to enter Canada prior to the change becoming effective. After the implementation date, there would be no concessions given.
