Does applying for ECA for Canada immigration impact study permit application ?

My niece is applying for a study permit from India. She is just starting to apply for study permit for fall 2022 from India. She also wants complete the ECA process with WES (valid for 5 years) before she leaves India. Reason being her University takes a lot of time to send the documents. ECA is not required for study permit but for future immigration purposes.

Ques : Does applying for ECA for Canada immigration impact study permit application ? Is there a way the visa officer (in India and also POE) can find out (searching by name) whether a candidate if also preparing for immigration at a future date. ECA being one of the first steps.
