No need to write a cover letter. Just place a copy of the cover letter you received with your MR. And also write your file number, name and address on the back of Bank Draft and also on envelope as mentioned by OMM.
VOs does not encourage sending unwanted papers to them in order to minimize the flow of inward papers and to save man power. Enclosed copy of RPRF request showing the IMM file number along with the demand draft and the sender's identity (address and file number) on the envelope will do the job.

Pardon me Sir, this may be true for the case stated above. However, I believe we should write CL in case when needed to make the visa officer clear which may lead to saving time for a visa officer.
Cover letter with simple details like your name, File number, adress etc.
Photo Copy of the letter that you received, Both Pages that you got, that were ticked for needed stuff.
Attach the Draft with Paper Clip with the FRONT letter, there are some cases where it was lost, so secure it with the Cover letter.
Agree with Wilson, Fullname, Filenumber will be do rest of the job, I don't know why people forcing to write cover letter, it's not must or mandatory.
just write your name , filenumber on envelop, back on demand draft it's enough to know applicant detail to local VO.
