Hello, I am little confused about the 2 stage approval process. I am a returning student from India who submitted an online application on April 06th' 2020. I am a non-sds applicant (I don't think returning student can even apply via sds?). Just came across this link
This link only talks about the sds applicants that they will prioritize completed applications and in my understanding, applications without biometrics submission are considered incomplete. I am wondering if the 2 stage approval process apply to non-sds applicants too. Does anyone happen to know about this? Thank you!

2 stage approval is applied to those who have not submitted either of these 3 - PCC/Biometric/Medical.
Secondly, If you have these (PCC is not required for Indian students) then they will directly give you approval without going through admissibility factor.
Finally, It doesn't matter if you're applying through SDS or Non-SDS mode, if you have complete documents, your file will be processed earlier.

So if someone got their 1st stage in principle approval,
then during the second stage they should only review PCC/BIOMETRICS/MEDICAL right. I mean if there happen to be a rejection in second stage it should be only because of one of those three.

One guy from the forum inspite of full application got AIP, you must have gone through his post tanzirmahim, I'm more confused what exactly they say & do is contradictory
What is contradictory about I said, that guy raised the webform and due to not opening of VFS centres in his country or the country where paper based file get processed, VO sent him AIP and they said that they will send full approval once VFS will open. VO did not sent directly AIP to him, it's that guy's wish to know what is the situation of his application.
