When you receive an AOR is it safe to say that the application that was submitted was complete in terms of content and forms etc. and there weren't any signatures or questions incomplete?
I imagine incomplete applications don't receive an AOR and are returned back without a file number?

AOR means Acknowledgment of receipt ... So yes you can say its complete and your file is either gone for futher processing. You will get your UCI number or file number to check status online...

What it means is thatyour application arrived there and someone opened your envelope. Nothing more.
I got AOR in June 2013 and last week a document request for more proof. My file is still not in process.

I imagine they atleast do a check for completeness that all forms are complete and signed and the basic attachments as per the checklist is included prior to issuing an AOR
I hear they return incomplete applications. I wonder if those ppl get an AOR with a file number.

Thanks! Checked the guide. Completeness check is carried out before processing:
Phase: Completeness check
Citizenship and Immigration Canada (CIC) reviews your application to make sure that:
all required fields in your application forms are complete,
you submitted all required documents, including the required forms and documents of the person you are sponsoring,
the correct processing fee payment has been made, and
all of the application forms have been signed.
