I am in Canada and have been since 2016 and currently using my PGWP which expires in november. I wanna apply for express entry by this month. I have my MA and BA here and do I still need a language test?

No, not doable. Read the Express Entry program requirements. Seems like you haven't done that.
You are confusing EE language requirements with citizenship requirements.
Just make sure it's one of the accepted tests. I don't have a recommendation for one over another.
