Do I need work permit if my PR application is at final stages

PR application doesn't give you legal status in Canada. If your permit already expired and you didn't apply for a new one before. You are now out of status.

Until you are "landed" as a Permanent Resident, you are still only a "foreign national" and need to have a valid work permit. If your permit is now expired, you can't work. You also can't benefit from implied status if you have not already applied for a new work permit.
