I would only proceed with the nomination if I had a genuine intention to live in the Province. There's another thread where someone talks about signing a 'Schedule 4' in the PNP paperwork which is basically making the promise you will live in the Province for 'X' years.
I guess they could check because when you file tax returns a percentage of the taxes from your paycheck is collected by the Province.
Not having a genuine intention to live in the Province could result in being denied the nomination and failure to get your $1,500 back.

See the thread/discussion 'PNP - Living outside the Nominated Province'. This is what my source is speaking as someone who has not applied and not received a PNP invitation.
Also, to my way of thinking a Province offers a PNP because the potential candidate brings prospect of economic gain and contributes to their Provincial economy. Why would a Province issue a PNP to a person who wants to live in another Province? It makes no sense at all. Happy to be corrected if Im wrong.

Also agree that if one applies for PNP, one should sincerely intend to settle in that province.
However, my point is that schedule 4 requires one to sign & confirm one's "intent" to settle. There are no requirements (in that form) for defined periods of time that one must live & work in said province.
