Lets say that I am within the borders of Canada on a tourist visa ... if I receive the PR which I applied for OUTLAND will I need to leave the country and re-enter for it to become activated

It's the fastest way to do it. Otherwise you will have to make an appointment at a CIC office, and I've heard it can take weeks to get in for an appointment with them. If you can get to the border then landing will only take you about 20 minutes once you turn around and come back into Canada.
But I am from Argentina....if I have to leave the country to activate the visa I will have to fly some place because I can't go into the States without a visa either. I would essentially have to fly to mexico or some place else wouldn't i?
That's unfortunate. Yes you actually have to leave the country, so if you can't visit the U.S. then you'd have to take a trip somewhere else. Otherwise you can call and make an appointment with CIC once you have your visa and COPR (or just COPR if Argentina is a visa exempt nation). It would be cheaper, but you may have to wait a number of weeks before "landing."
You can only flagpole if you can enter the U.S. (either you have the necessary visa or are from a visa-exempt nation under U.S. immigration law). Unfortunately the OP says she can't do that, because she doesn't have a visa to enter the U.S.
I just attempted to make an appointment to land within Canada at a CIC office and it takes three weeks to get a letter mailed to tell you when your appt is.... I got some info from the nice lady on the phone that it would be another 6 weeks AFTER I receive the letter. 9 weeks total. This was for Saskatoon but maybe quicker elsewhere?
Were taking a day trip to land instead, wish you could do the same!
Another thing to remember if you do try to opt for taking your landing interview within Canada for an outland ap - your COPR and visa have an expiration date. Make sure you get a date that falls prior to the expiration of your paperwork.
