Right now, the FBI history checks are in delay, as it says on the fbi.gov site:
On September 7, 2014, CJIS installed a new IT system. As a result of this installation, we are experiencing delays in processing. Please be assured that each issue is being identified and resolved as quickly as possible, but at this time anticipated processing time for an Identity History Summary is approximately 12 weeks. Allow additional time for mail delivery.
This means a few extra MONTHS of waiting. Do I need to submit my FBI check with my application? Or can I do it like medicals, and submit my application, then submit my background check when it comes in?
It's always best to submit a complete application, but CIC does seem to understand that the FBI PCC takes so long, and will usually not have a problem.
You must include a note with your application, telling them that it will be forwarded when you receive it.

I'm in the same situation, got married September 5th/14, did the FBI the week later before the new system got installed. Wife phoned last week to the FBI and is getting the address changed to my address here in Canada for them to ship it out as she's coming up to visit me for 4 months. Hopefully it gets sent within the next week or two, would at least like to have it by the first or second week of january as I doubt much would get done over the holidays anyways.
