Do i need color copies

Do i need color copies for
Copies of my passport, PR card, health card, driver's license...

I madr color copies. They might request it later so better to beat the hustle

But is threre any problem if i send them just black , i don't have color printer

Clear copies are more important , so to get better quality first scan the document , then print it out. One more thing scan all the documents including the form before sending so that you can refer , what you had submitted.
