You either need to apply to immigrate to Canada. Once you are a PR, you won't need a work permit to work here. Note that you need at least one year of full time paid work experience to qualify.
Otherwise if you want to come to Canada on a work permit, you need to secure a full time job offer with an employer here and that employer needs to obtain an approved LMIA before you can apply for a work permit.
There are no separate or special pathways for Sri Lankans. You would follow the same process as anyone else.
Thank you. I am currently living in Sri Lanka. Can I just send my application for immigration, without a job offer, just as a federal skilled worker category. I contacted the embassy but they said they can't help me regarding my application. I just have to apply and see, but I am afraid to apply that my application might be refused from the embassy

If you want to migrate to canada, you can use express entry. For that you should have one year of work experience + IELTS band 7 or above + degree or post graduate qualification
For above mentioned criteria you will receive points. you can check your points using online point calculation tool nellow. http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
If you get 420 points or above you can easily get an invitation.
