I need to clarify on my confusion. Everyone know what LMIA. However, Do a person still required a LMIA from their Employer if that person under CEC with PGWP?

You don't need it - but if your employer gets it for you then you get an extra 600 points for EE - which significantly increases your chances of being invited to apply for PR through CEC. Without the LMIA, many CEC applicants may find it difficult to get a PR invite.
This could negatively impact a lot of potential CEC applicants, bearing in mind the total points that can be awarded is 1200. Without the LMIA, the maximum points that can be gained are 600.

Under Express Entry (EE), 600 points are granted to those who wither have an LMIA or a Provincial nomination. So, if you have that, you will get the 600 points in addition to the regular points under the ranking system, and is of considerable value!

I assume the Express Entry is the new system that they will launch in Jan 2015?
Sorry to ask again, What about Provincial nomination? What exactly is that
