I want to apply as a skilled worker since i have strong connection in manitoba. I live in philippines and we use English in school and at work for communication, do i have to take the test? or is there any options not to take IELTS?

I'm an American and I still needed to take IELTS because all principle applicants needs to (or CELPIP)!

I have been nominated by Saskatchewan Province and case is being referred to CIC for further process. I done my IELTS in April, 2013 which is valid till April, 2015. I my case is not finalized till that time by the CIC, then what will happen, I have to do my IELTS again or not.
